  • Why is Council reducing red-bin rubbish collections to fortnightly?

    The Council publicly consulted on this in the last few months of Chadwick’s era – June / July 2022 .

    I didn’t notice this at the time because Council was simultaneously trying to destroy democracy in Rotorua with the RDC (Representation Arrangements) Bill and dispose of 10 reserves.

    Having reviewed the consultation, I think it was badly flawed. The public were offered 5 options:

    (1) Business as usual

    (2) Garden Organics (GO) collected weekly

    (3) Food Organics (FO) collected weekly

    (4) Food Organics (collected weekly) and Green Organics (collected fortnightly)

    (5) Food Organics and Green Organics mixed collected weekly (FOGO)

    The people who supported either Option 4 or 5 were asked if they were comfortable with a change of rubbish collection frequency from weekly to fortnightly. 71% of those people said yes. So nobody else has been asked if they are happy with this change.

    On 10 May 2023 the newly elected Council (Infrastructure and Environment Committee) considered this and decided to proceed with option 5.

    I was the only Councillor who voted against this. I argued that this was a new Council with 7 new Councillors out of 10 and times had changed (think COVID) since the consultation had taken place – therefore the consultation was ‘stale’.

    I have taken every opportunity since to express my opposition to FOGO as I think it is a very bad idea. Surely the one thing we can all agree is core council business is rubbish collection, and this Council is even messing that up…

    Implementation of FOGO was delayed by a year, which took us past the election period.

  • LGC’s Draft standardised Code of Conduct

    The Local Government Commission has been tasked with producing a standardised Code of Conduct for all New Zealand Councils.

    Until now, each Council has been responsible for adopting their own Code of Conduct. Most Councils simply adopted the standard Code of Conduct Template published by Local Government New Zealand.

    A few Councils, such as Rotorua District Council, have tried their hand at drafting their own – with unexpected outcomes. In the 2019-2022 term Cr Reynold Macpherson claimed the New Zealand record for the Councillor with the most Code of Conduct complaints (16) against him in a single term.

    Election interference?

    On Friday, 26 September I was advised by Youtube that my Campaign Launch Video had been taken down due to a copyright removal request by Rotorua Lakes Council.

    I was advised that between 36:42 – 39:30 was a video that Council claimed I breached their copyright over.

    On Monday 29 September I went into Council to ask Chief Executive Andrew Moraes for an explanation. He wasn’t available so I left a message for him to call me.

    I have received no phone call from Mr Moraes but did from the Deputy Electoral Officer at the Council who referred me to RLC election protocols for elected members 2025 and in particular Social media, guidelines for elected members on the use of social media channels for campaigning.

    I replied within minutes explaining that ‘Protocol 3 obviously applies to Council’s Facebook Page, which is a “social media channel”. This cannot apply to a Council video, paid for with ratepayers money and uploaded to Youtube’.

    I also advised that, under the Copyright Act I claim “fair use” for the specific purpose of “criticism, review, or news reporting”.

    I received an acknowledgement from the Deputy Electoral Officer acknowledging my response and confirming that he and the Chief Executive are “looking into this”.

    As at midday on Thursday 2 October I still have received no response from either of them.
